Examine of evaluate public investment in Kosova

It is very well known that in economy resources are limited and thedemands are unlimited. Each project is a design towards to fulfill thesedemands. Fulfilling the demands (goods and/or providing services) is also aconsumption of resources (input). Because, each project is consumption ofresources that alternative project or projects could utilize. Thus, it wouldbecome to waive from resources that a selected project would be using. Duringselection process among projects, differences from management and nationalperspectives are noticeable. Managerial analysis result the selection of the mostprofitable project, whereas the national analysis perspective would select themost beneficial projects.I have considered necessary analysis that needs to be conducted whileevaluation of public investments as a main objective of my study. Apart fromthis, I have endeavored to explain the expectations of World Bank financedprojects, works performed on Turkish Public Investments and in the end thePublic Expenditures in restructuring Kosovo and the position and importanceof Public Investments within Public Expenditures.First part of my study consist of Project, Investment Concept and Types;whereas the second part is consist of Planning and Analysis Techniques ofPublic Investment Projects, among which techniques: Technical Analysis,Financial Analysis, Commercial Economy and Social Analysis, Cost-ActivityAnalysis, Value Adding Methods and Other National Analysis Criteria?s,Institutional Analysis, Environmental Analysis are under main headings. Thethird part includes the study on The Model of World Bank and Turkey inInvestment Evaluations. In the last part I have studies the Kosovo Model. Thesestudies cover the General Economical Situation, Public Expenditures andInvestments, and consequently Implementation Phases of Public InvestmentProjects in Prizren Municipality.1.
