Abstract (EN)

While entering 21.century, the change which affect person, society, and thegovernment in different concept, size and depth, had been living at every corner of theworld. The border exist on economic, political and cultural fields start to removed ,leave the polarization, liberal approachs gain power approximately every field and everymean, data techonology and informatiion develop quickly, big transformation in our lifeform in this period, is given the name globalization.The alternation lived in every field with globalization, has been experiencingitself also duty, role and function of government.n this context, with globalization,international mobility of product?s factors ascend with globalization, the quickdevelopment in the communication and technology and rises the neo-liberal values,affected deply governments public financial structure and publiic financial poliitics. Theaffects of globalization to public financial structure of government, the exchange inpublic incoming and outgoing, come into existence the global competition livingbetween public administration and financial reform which realized the government inquick successionIn this study, is analysed the globalization affects to economic role ofgovernment, from public finance. In this context is taken on the definition of theglobalization, historical develepment and the affects on nation states.while explainingthe globalization affects to country?s public finance and on financial reform, in finalchapter ; in Turkey where is selected sample country, is examined the globalizationaffects to public finance and financial reform in detail.
