After September 11 attacks, the security apprehensions take the first place. In this new world order; while definitions, the targets that desirable to reach and the international actors changing, the security apprehensions stays the same since the Antiquity between all those variables. In this study, we are trying to find the answer of these questions: Preventive intervention is the prolongation of the principle of just war against international terrorism or a unilateral intervention according to individual purposes? How this new security strategy is going to be effective against to international terrorism?
