Abstract (EN)

Real estate is a gateway to education and health facilities, social facilities and business opportunities. Therefore, estate selection is a decision which plays an important role in human life. In this thesis, for the purpose of giving an idea to real estate buyers and sellers, estate agents and other interested persons in decision-making process, the downtown of the city of Elazığ was selected as pilot region and as an application of web-based Decision Support System for geo-spatial data Real Estate Value Map is implemented.In this study, being a geo-relational database PostGreSQL and its plug-in PostGIS were used for storing spatial data. GeoServer which is a map server as well as a geographic information server was used for modeling and viewing spatial data. Estate values were calculated based on weighted factor score, geographic data queries were implemented in Java and Harmony Search Algorithm was written in Matlab. In the real estate valuation, results which were close to real values were obtained with acceptable error rates. Calculated real estate values were presented to users with a web-based interface using Java and JavaScript technologies.As a result, a web-based Spatial Decision Support System which allows use of spatial data in decision-making process is developed and results are shown on online maps.
