Locating the traffic accident intervention units in metropolitan areas; The case of Ankara

Since natural and technological disasters cannot be foreseen, minimizing the impact of a disaster is only possible with emergent interventions. Effective emergent intervention is only possible with the right emergency management methods. The process of emergency management involves four phases: mitigation, preparedness, response, and recovery. Preparedness phase unfolds the plans of action i.e. emergency services. Fire Service, Emergency Medical Service and Police are the ?Core Emergency Services. Parallel to the others; degree of accessibility i.e. ?service location? is the core issue for an effective, safe and rapid response of the traffic accidents emergency services. Furthermore accessibility gains more importance in traffic accidents emergency services since rapid response plays a much more crucial role. In this study, considering the relation between traffic accidents emergency services and accessibility; convenient locations for the traffic accidents emergency services for Ankara- case study location-, are discussed in light of the accidents resulted with injuries and death penalties of year 2005 database. During the study; accessibility analysis is considered as the primary parameter. The concepts: emergency, accident, accessibility, Geographical Information Systems and their interrelation is also discussed. In the scope of areal studies; two methods are taken into consideration for the location choices of the service centers. First method bases on the analysis of present accident and accessibly data, where the second one bases on the analysis of the potential accident and accessibility data.
