Abstract (EN)

Firms have to take up work and put best effort. By it is nature; there is a lot of risk in public construction works from the point of decision for investment to final acceptance. Naturally, definition and level of the risks, and precautions will be taken, have crucial importance for each side. Determination and evaluation of the risks, taking by the contractors in public works, and offering some solutions is main subject of this study.For this aim, screening has been done with the firms located in Ankara and taking action in Public construction works. Afterward risk analysis and a questionnaire have been done. In this questionnaire, risk factors have been ranked and graded.According to results of the survey highest risk is ?there is no proficiency and institutionalization in contracting business? with percentage of 86 %.Risk ratio of ?frequent changes in public legislation? is 85%, risk ratio of ?frequent changes in legislation related to procurement procedure and complexity of that legislation? is 84%, risk rate because of dispersed privileges and settlement of disputes due to majority of transactions is 79%, 78% risk ratio because of intense professional competition, the risk ratio of 77% due to increases in input costs after the contract is approved, 75% of the risk ratio about third party relations with the other institutions (licenses for electricity, communications, water, roads, sewage, permits, etc.). Above mentioned risks have the highest ratios.
