Abstract (EN)

The historical relations betwwen Europe and Middle East covers a long period of time. The changes in the international relations have always been an important determiner in the relations of two regions. The reserves in the Middle East region are an importnant factor to determine the importance of the region. For this reason the Western powers have always had an interest in the region. From the very beginning of its formation the EU has always laid stress to the importance of democracy and human rights and tried to have these items become European featuristics. Aimig to become an important international actor the EU tries to spread those in the Middle East region within the concept of European Neighbourhood policy which does not concern about the full membership of the countries taking part in it. In order to have a beneift from the Neighbourhood Policy the Middle East countries have to assume what the EU wants them to do. In this thesis the actions that the EU has been taking to implement the democracy and human rights in the Middle East region and the process that has been achieved are examined.
