Abstract (EN)
Establishing and protecting up-to-dateness of ownership right is one of the most important rights.It is not acceptable that Turkey was not able to complete cadastre studies tillthe 2000's, current needs could not be met where cadastre studies wereand government has not fulfilled its resposibility regarding this subject.It is necessarry that cadatre studies are made, services are provided from mapping private sector to expedite completion of updating studies for those that have already been and made available to economy, establishing country's general ownership inventory. With tendered system, initial cadastre that could not be finished in years andgangrened2B cadastre have been completed through the catalaysis, technical equipment and support of mapping private sector.Public-private cooperative working culture has been formed.Data formed as a result of the renovation and digitalization activities for improvement and finalization, that are again continued as tendered,are provided digitally as services to immovable property owners, other government and private sector institutions in line with general targetes over e-government. Primarily making necessary adjustments into the laws of bidding, cadastre and land registry, preparing and serving of valuation maps through information technologies have importance in the future vision of TKGM. In this thesis the effect of private sector on the cadastral studies is examinited and In every type of infrastructure and superstructure investment plans, before all, the records and parcel sheets of Title and Cadastre being controlled, qualified, trustable and accessable, brings institutional qualityin every sense.
