Abstract (EN)
This study analyzes the state–nation building process in Afghanistan as a fragmented society between 2001 and 2021. Employing a qualitative research method based on desk studies and adopting an analytical–complementary approach, the research focuses on structural and institutional challenges that hinder sustainable state-building. Afghanistan exemplifies a society lacking historical national cohesion, marked by deep ethnic, linguistic, sectarian, and cultural divisions, which have repeatedly obstructed the formation of a modern and inclusive nation-state. Following 2001, with extensive international support, significant steps were taken: a democratic constitution was drafted, multiple national elections were held, core institutions such as the military, judiciary, and public administration were established, and public services expanded. Women's and minority groups' political participation was also promoted. However, centralized political structures, weak institutional capacity, and persistent ethnic fragmentation prevented the process from achieving lasting success. The findings indicate that sustainable state–nation building in fragmented societies requires a combination of effective governance, fair power-sharing, and recognition of ethno-cultural identities. The absence of these elements renders the state fragile, externally dependent, and lacking internal legitimacy. In this context, decentralization, institutional reforms, anti-corruption efforts, and the redefinition of an inclusive national identity are proposed as key strategies. The Afghan case demonstrates that in fragmented societies, durable peace and stability are only achievable through inclusive, pluralistic, and locally legitimate approaches.
