Performance management and a study on Turkish Police Organisation

Nowadays, while the negotiations with EU continue that Turkey is in a period of carrying out significant reforms, the presence of a modern and strong Police Organization is a very important subject both for Turkey and also for EU in comparison with other times.To build a modern and strong Police Organization firstly qualified human resource should be provided and then their performance should be carried to the highest level so that the development continues. Raising the staff?s performance can be possible just by obtaining correct, effective, credible and objective information.In the first chapter of our study the definition of performance management was done, performance evaluation, its types and also its using areas were issued. In the second chapter the performance management process in the Police Organization and the performance management part of the civil servants? law draft plan were compared with the existing arrangement. The performance management of the police organizations in the EU countries was asked by e-mail and the third chapter was prepared according to the results received. In the last chapter, the performance management systems in the countries England, Spain, Portugal, Belgium, Scotland and Denmark were analyzed; the common and separate features were remarked and also compared with the system in Turkey.The aim of the study was the comparison of the Police Performance Management in Turkey with the EU countries so that the failures and deficiencies could be found and amended. Turkish Police Organization which has successfully performed its job up to now protecting and defending public order and peace by finding and developing new regulations and evolutions both will improve its performance management and also multiply the trust and belief of the Turkish people for them.Keywords: Performance management, performance evaluation, Turkish Police Organization, police, register report, European Union
