Abstract (EN)

The process has been taken into consideration in the concept of ?Urban Growth? within the `planning` discipline which has analyzed this structure occurred after the process of emergence of urban area, in a scientific way. One of the most important actors of this case is that Local Development Plans. Thus, the situation that the urban areas have taken is analyzed in the whole of development and spreading. On the other hand, the physical structure of the urban areas spreading around by development and local development plans is related with the development of the process in itself. In every period, the whole process shaped by mostly the economic dynamics has been providing opportunities and challenges for social structure within the urban space under the light of tendencies of economic dynamics. The urban space being shaped in this way is made both new opportunities and new risks come out. While risks and opportunities in each period causing determined and undetermined spatial structures by planning in the controversy of economic and social structures, parallel to this fact, they form a spatial organizational facts from both two spatial structures. The spatial development which is resulted through the planning practices dealt in this study and series of demands having signed by different plan authorities, has been putting forward findings showing that both spatial structures have peculiar risks and opportunities of their own, and has been taking into consideration the effects of the local development plan practices as one of the most important components of the urban development in Kemalpasa-zmir case.
