Abstract (TR)

Does the transatlantic bonds which have been one of the motors of the construction european, represent a limit for the affirmation of EFSP and ESDP? Even while partners in a political and military alliance, Europe and the United States have been in disagreement ever so often both during and after the cold war. However, during the cold war, those disagreements were recoverable when the importance of the alliance is taken into account. But after the cold war, the increasing disagreements endanger the historic European-American partnership. In 1998, European member states took a big step forward contruction of a common european security policy independent from the US and NATO. Now that Europe has ESDP, how will it's autonomy and capacity effect the alliance? Will Europe emerge as a potent competitor to America and could they find a way to put an end to the growing disagreement between them?
