Abstract (EN)
This thesis offers a comprehensive examination of the Russian Federation's artificial intelligence (AI) policies, strategies, and development trajectory. In a rapidly evolving global context where AI technologies are reshaping economic, social, and security structures, national policies have emerged as critical tools for guiding technological advancement. Russia's AI strategy emphasizes national security, modernization of defense industries, and economic competitiveness, while encouraging the integration of AI into public administration, healthcare, education, and law enforcement. The study aims to analyze Russia's AI policies from a multidimensional perspective, exploring their effects on economic growth, employment, education, and society. Using qualitative research methods, it evaluates strategic documents, legal frameworks, and institutional mechanisms that shape the country's AI governance. To contextualize Russia's approach, the thesis provides a comparative analysis with global leaders such as the United States, China, Canada, Singapore, Germany, the United Kingdom, and Turkey. The findings indicate that Russia is investing strategically in AI to boost its international standing and technological self-reliance. While notable progress has been made, challenges such as global competition, regulatory gaps, and ethical governance remain. The thesis concludes with policy recommendations aimed at fostering a more competitive and sustainable AI ecosystem in Russia. Overall, this study contributes to the academic and policy-oriented understanding of AI governance by examining Russia's current trajectory and potential role in the global AI order.
