Abstract (EN)

In the 20th century, the state-individual interaction has increased after the welfare of the social state has been dominant and the public services carried out by the administration have increased. It has been seen that the tools for remedying the disagreements and conflicts that have arisen as a result of this interaction between state and individuals are insufficient. The increase in the area of intervention in the face of the individuals has increased the importance of rule of law and controlling the administration. The "ombudsman" system is applied in many countries in order to ensure that the administration is legally binded and supervised. In this study the administrative control mechanisms in Turkey will be examined first. Referring to the disruption of this mechanisms, the information about existing administrative control mechanisms will be given. After the administrative control mechanisms are explained, the information on the emergence and characteristics of the ombudsman institution will be given. Sweden, England, France and the European Union ombudsmen are examined extensively and the information of organizational, institutional structure, working style and effect level of these ombudsmen will be given. After examining the selected country practices, Turkey's Public Audit Institution will be examined and compared with selected country practices. As Turkey's Public Audit Institution is compared with other ombudsman practices, the deficiencies of Public Audit Institution are shown and solutions are suggested to ensure that the Public Audit Institution will perform effectively.
