This study aims to examine the social backgrounds and bureaucratic career trajectories of the presidents of the Ottoman Council of State (Şûrâ-yı Devlet), who occupied senior positions within the central bureaucracy during the administrative transformation of the Ottoman Empire in the 19th century. The research is based on sicill-i ahvâl (personnel record) registers and analyzes demographic and career-related data such as places of birth, age at the beginning of civil service, as well as the ranks and decorations received by these statesmen. The findings offer significant insights into the transformation of the Ottoman state bureaucracy in the 19th century and how this transformation was reflected in the profiles of high-ranking officials within the central administration. The statistical distributions of the data concerning the presidents of the Council of State provide important clues about the functioning of the Ottoman bureaucracy, the understanding of merit, and the dynamics of social mobility in the post-Tanzimat period. In this respect, the study presents an original contribution to the structural characteristics of the Ottoman upper bureaucracy and highlights the historiographical value of sicill-i ahvâl registers.
