Spectrum sharing approach-Turkey model proposal

Spectrum is a scarce and valuable national resource. With 5G, it is predicted that the demand for spectrum will increase gradually. In order to overcome the increasing data traffic problem and connection needs, the spectrum should be used as efficiently as possible. The importance of supporting the increase in data traffic has been demonstrated in various studies in the literature. It is very difficult to access the spectrum under 6 GHz, which is vital for 5G, with current spectrum allocation methods. With the traditional spectrum management approach, it is not possible to take advantage of the opportunities offered by the spectrum. In this context, it is aimed to use the spectrum more efficiently with the various spectrum sharing approaches. Within the scope of this study, the importance of spectrum and spectrum management approaches from past to present were examined. Then, interviews were held with the three main mobile operators located in our country within the scope of focus group discussion, and evaluations were made about the approach of the sector to the subject. In addition, innovative spectrum management practices in Europe and America about the emerging spectrum sharing approach were examined, and the current situation about the current practices of European countries on spectrum sharing was presented with the semi-structured interview via e-mail carried out. Within the scope of the aforementioned studies, a new perspective in spectrum management in our country has been developed and the applicability of spectrum sharing applications in our country has been investigated. Suggestions were made regarding the changes that can be made in the current legislation. In addition, various suggestions have been made regarding the establishment of the technical infrastructure that will enable spectrum sharing applications in our country.
