Abstract (EN)

From the beginning of life to the present, water, as a vital resource, has gradually increased its importance both in maintaining of human life and ensuring the balance of the ecosystem. This being, which creates nations, enables the formation of cities, and causes migrations in case of its absence, has begun to be seen as a source of life that should be protected due tothe increasing population, global warming, and depletion of natural resources. Depending on this fact, it has been observed that various actions have been taken to protect this resource, both at the national and supranational level. The general rules of the service providing of drinking and utility water that are considered as publicly local joint needs in urban areas are regulated by the central government, put into force by local government through codes depending on superior law, and charges of these are tariffed in accordance with this legislation. . Today, this service offered for humanitarian consumption, is carried by the Water and Sewerage Administrations, that is a special-purpose local administration in metropolitan areas. This model, which started with the implementation of Law No. 2560 in Istanbul in 1981, is currently being implemented in thirty metropolitan municipalities. Though each institution has own Tariff Regulations derived from the mentioned law, it is observed that there are huge differences of charges and subscriber groups having by them, widespread setbacks in setting of charges and no unified implications in general. Paying attention to the existing differences and contradicted laws in the context of this work, it is intended to offer some ways to eliminate such obscureness encountered in implying charges tariffs and regulations.
