Abstract (EN)
An issue of sustainable cities and communities is discussed in this study. In the study, İzmir and Baku have been preferred as a case, and the targets set and actions taken in these towns on the way to become a sustainable city have been compared. In this context, the relevant authorized persons of both cities have been reached and interviews have been conducted using face-to-face interview method. The questions have been prepared to determine how much a city is sustainable and human-oriented. These questions mainly involve such issues as traffic, mobility, natural life and public participation in decision making processes. As a result of the interviews, it has been determined that the sustainable development goals of Izmir have been clearly determined, and sustainability offices have been established to achieve these goals, and at the same time, several actions have been taken to make the city human-oriented. It has been determined that Baku does not have any policy announced under the title of "sustainability" exactly on the way to becoming a sustainable city, but the city administration has done important actions for inhabitants to have better life conditions. In other words, it was concluded that Baku's sustainability policies should be determined and that Izmir should be considered as a model city in this regard. Keywords: Baku, Izmir, Sustainability, Sustainable City
