Abstract (EN)

One of the most notable issues in the economy literature of the developed and developing countries is employment. In the short definiton, among all the factors of production, employment is only related with labour. It is observed that in the long term, the sector ? specific allocation of the employment in the labour markets of Turkey fluctuates. The transfer of the labour from inefficient argicultural sector to more efficient non-agricultural sectors is one of the elements of the structural transformation. It is an undeniable fact that, through the economic development process, the decrease will occur in the employment related with of the agricultural sector. As most of the economic approaches are rewiewed it is seen that the agricultural sector is accepted as the source of manpower for the industrial and the service sector. The main purpose of the thesis is to research how this structural transformation will occur in the terms of Turkey?s economic conditions. In spite of the decline in the birth rate, the rapid decrease in the amount of the workforce in the agricultural sector that employs one ? third of the labour force, the high unemployment rate, the incapability of the workforce, both in quality and education, and the weakness of the connection between education and employment are the main problems that makes it difficult to become a competitive information society with a high capacity of creating employment. In Turkey, those who moves from the rural area of the country to the big, industrialized cities because of the structural transformation mentioned, are hired temporarily in the service sector because of their lack of quality and education. One of the factors that effects this process is that the industrial sector is not able to provide new jobs. Because of the increase of exports and production rates are acquaired from inefficient and economic sectors, the growth of the participation of the labour force remains insufficient and the unemployment problem is deepened.
