Public supports intended for technology-driven entrepreneurs and analysis of techno-enterprise capital support in Turkey

In the information age like other countries in Turkey, R&D and innovation efforts that aspiring producing high technologic goods and generating high added value, supported by government. Techno-Enterprise Capital Support is one of the grant programs that practiced in our country. The program has practiced Science, Industry and Technology Ministry. In the transformation process in information society, the objectives of the program is to support and encourage the high school students that study senior class and graduated young entrepreneurs for increase efforts/projects in the field of information technology. The aim of this study is to research Techno-Enterprise Capital Support and other support programs that practiced for technology-driven entrepreneurs in Turkey and support programs in which practiced other countries, with regard to goal, content and context. And to reveal current situation in Turkey. After that analyze the outcome of implementation of Techno-Enterprise Capital Support and evaluate this conclusion and to make recommendations for increase the effectiveness of this support programme. In this context, in our study government supports that practiced for technology-driven entrepreneurs by different constitutions in Turkey and support programs that practiced this field in other countries, were evaluated. Techno-Enterprise Capital Support was analyzed in detail. And to made recommendations for increase effectiveness and productivity of this support. End of the study, it is revealed that supports have practiced for technology-driven entrepreneurs in Turkey resemble with programs operated in developed countries. Furthermore, it is understood that Techno-Enterprise Capital Support is a suitable program with regard to target group, goal and content. But to increase effectiveness of this program, supported projects should be followed by Science, Industry and Technology Ministry. Program should be operated three stages (acceptance stage – implementation stage – after implementation stage). Amount of support should be increased. Program should provide education and consultant services for potential entrepreneurs. Finally, it is reached that coordination should ensure between programs operated by different government constitutions with same purpose.
