Abstract (EN)

Today the services produced to meet the of society have been undertaken by public sector, private sector and voluntary organizations. Although these services exhibit differences based on economical and political systems adopted by countries, the services whit properties which make it necessary for them to be produced only by the state, such as defence, justice and sacurity are undertaken by either the state, itself or by the public sector establishments affliated whit the state. The goods and services produced for some financial benefit and whit an objective of making some profit are left to private sector. The social and culturel services, which are outside the two services mentioned above and whose motives for public benefit precede profit-driven motives are undertaken by voluntary organizations. Voluntary organizations contain, foundations and assocations and these organizations are also called the third sector. In these thesis, I have studied the third sector as an alternative sector in providing, more effectively and more efficiently, for teh ever-increasing need of goods and services which have come about as a result of the contemporary understanding of social welfare state.
