Abstract (EN)

Changed and transformed concept of `foreigners? effects to people?s perceive on `others? and also it draws different inferences in society. People, who were in a secondment positon in society becuase of being foreigner, are now settled foreigners in globalized world. Being settled gives a chance to have equal rights with citizens in the country living together.Numbers of settled foreigners living in Turkey and especially in Antalya is rising more and more. Academic studies, which were implemented for foreigners, show that settled foreigners?s interest on participating to city government are infinitesimal. Also, in current structure of local governmments, there is no organization to participate them in city government. With this aim, in this study, `concept of `foreigners? were analysed with a large frame of related concepts and foreigners?s juridical rights in Turkey were explicated. Then, interviews with administrative officers in Antalya and its district, also survey datas, which were implemented in Antalya for settled foreigners were assessed. And new offers on `Migration Offices? were discussed.
