Abstract (EN)

Public institutions and organizations have significant economic and social roles in the societies they are in. In this sense, the services and the goods produced by public organizations have great socioeconomic effects on society. Public institutions realize the production of these services and the goods according to its legal objectives. The fact that if these objectives are realized or not can be determined directly by the effectiveness, productivity of the public organization and performance indicators. Determining this effectiveness and productivity can be named as control function of the institution. There is no doubt that management will be insufficient and imperfect with a malfunctioning process. That is why institutions need control functions to improve their performances. It is seen that the changes in the perception of public administration has brought radical changes in control functions as well. The aim of this study is to examine these changes in control function in detail. In accordance with this purpose, historical development of control function, its types and new practices are discussed. Additionally, by discussing management systems, the auditing implementations having implemented in the past, being implemented today and the auditing implementations devised for the upcoming period in Turkish public management is evaluated. According to the findings this study has reached, It can be stated that most of the changes that has been experienced have added significantly to the improvement of public management, while it is difficult to state that the auditing methods and technics adopted from private sector are used successfully and it is deduced that the reform efforts made in Turkey in audit sphere do not succeed as desired and the regulations can not provide the expected return.
