Abstract (EN)

In this study, the modernization process and bureaucratic structure of the Gendarmerie General Command, which had been considered as an integral part of the Turkish Armed Forces until recently, is examined. The basis of the study is the bureaucracy therios formulated by German Sociologist Max Weber. Parallel to the analysis of the bureaucracy of the Gendarmerie General Command, the theories of Weberian bureaucracy were examind in detail. In the first part of the study, the concepts breaucracy, in the second part, the history of the Turkish Armed Forces and the components of it are examined. Then the history and bureaucracy and bureaucratic structure of the Gendarmerie General Command were elaborated. In the first chapter of the study, the legal basis of the military bureaucracy, the organization and personnel structure and the activities in the national and international fields were discussed with the help of Weberian bureaucracy theory. In the analysis section, structural and functional analysis of the bureaucracy of the Gendarmerie General Command is emphasized. This study, which examines the bureaucratic structure of the Turkish Armed Forces and Gendarmerie General Command undergoing a new structuring process, is considered to contribute to the literature.
