Abstract (EN)
The agricultural reforms made in the history of the Republic after the Tanzimat period, the added value of these reforms and their success will be investigated. t is understood that in the third five-year development plan (1973-1977), especially land and agricultural reforms are highly valued. These reforms which are based on ensuring the continuity of production in agriculture and increasing the economic welfare of the people engaged in agricultural activities will play a protective role in the agricultural sector. Land reform can create a developed middle class rather than a low-income farming class. One of the key points of the reform was that it was addressing potential unemployment in the agricultural sector by shifting it to other sectors in response to changes in economic conditions and other changes. In addition to this, research on cooperatives will provide necessary support to farmers and increase crop production. The third development plan envisages investment in agricultural activities in order to reduce the dependence on climatic conditions in the agricultural sector. It is necessary to increase the irrigable agricultural lands and to make investments in this direction. In the field of agricultural investment, priority is given to basic food materials, fruits, vegetables and livestock. It focuses on business investments. Another reason to invest in agriculture is to increase agricultural exports. In this context, the Land and Agricultural Reform which was carried out in 1973 was examined in this study in the light of the information from the newspaper news of the period and the minutes of the Grand National Assembly of Turkey.
