Abstract (EN)

The rapid development of technology has made electronic resources more preferrable than printed resources. The opportunities electronic resources offer such as usage support in multimedia, to use the same source with multiple users, and to reach the source quickly at any moment and anywhere have made them more and more attractive day by day. But, unfortunately, the fact that the cost of electronic resources increases day by day has caused financial difficulties especially in institutions such as universities where research and development activities have been actively carried out. The university libraries that can't renew their electronic resource subscriptions, or those that can't acquire new subscriptions unfortunately have become incapable in providing their users to access to requested information. The stoppage of accessing to information also means that scientific works will be interrupted. The concretely increase in the cost of access to academic knowledge at universities over time has caused open access idea to emerge and open archives to improve. The importance and usage of open access which aims to access to information in free, nonquota way and without any legal limitations are increasing day by day. The open access process is also known as a phenomenon developing in the leadership of the universities and especially university librarians in Turkey. Until today, the open access systems have been developed, and open access-themed scientific meetings have been held through the initiatives of university libraries, in the majority of universities. But, the failure in completing the necessary policies, legal and technological infrastructure needed to further improve the open access process has left university libraries and librarians in a difficult situation and it poses an important obstacle for the progress of the process. As well as mentioning the development and purposes of open access phenomenon; the problems regarding open access, encountered in university libraries in Turkey; the subject related problems faced by the staff; the expectations from open access, and determinations for usefulness of the process have also been discussed in the present study. In order to determine the current situation for the open access and to identify the problems related to the subject, data collection was conducted by using the questionnaire technique.In the light of obtained findings; an open access model has been proposed at the end of the study, in accordance with the situation experienced in the open access processes. As a result of the findings and evaluations; how open access can be made a more advanced system, and how the personnel working in the open access field can provide more efficient services, and which institutions and units related to open access can bring open access to which degree through giving support have been revealed in the study. Accordingly, an open access model has been suggested to the academies in Turkey.
