Abstract (EN)

This research aims to examine the migration policies of metropolitan municipalities in Turkey from a feminist perspective. Migration is not treated as a one-dimensional process; it is evaluated within a multi-layered framework encompassing sociological, economic, and legal dimensions. In this context, the representation of female migrants in accessing policy is discussed. The starting point of the research is that gender equality is mostly treated as a secondary element in national and international migration management discussions and that local governments play an important role in the migration management process in terms of service delivery. Although migration management authorities are legally vested in the central government, local governments play a decisive role in the implementation and service delivery processes. Within the scope of central-local relations, the importance of developing the institutional capacities of local governments and addressing gender-focused policy-making processes with a holistic approach is emphasized. The local equality action plans and strategic activity reports of large city municipalities have been evaluated comparatively within the framework of feminism. This study analyzes municipal practices from a feminist perspective and aims to contribute to the literature on the subject by including the experiences of migrant women.
