Abstract (EN)

It has been seen that there is a transformation from agricultural society to information society, from city states to emperorships, from emperorships to nation states and then global world when studied the historical process of human life. Today, this change and transformation is going on almost in every fields sophisticatedly all over the world too. The state was providing services in limited areas when it had been established for the first times. At first, while the state was providing services in the areas such as security, defence and justice, welfare state applications was emerged due to the changes and transformations in the world. The concept of welfare state which is essential part of today's modern states has been regarded as a cement holding the social layers together. The policies implemented for disabled groups which have access deficit to the social and economical values have much diversified today. Many planned and programmed services for women and children including disabled and elderlies required for family integrity are provided local and national agencies regarding today's needs and scientific values. In this study, as a public policy, Child Protection System is investigated in Turkey. The study consists of three parts: In the first part, some knowledge on the teory of politics, policy and public policy are presented. Studying the historical development process of the term policy, policy making process and policy makers are investigated. In the second part, social policies are studied, historical process of social policies are analysed as a public policy. Then, Formation of Child Protection Policies as a subbranch of social policies, its historical development and its current situation in Turkey will be explained. In the third part, Child Protection Models for the children in need of protection in Turkey are explained, and presented statistical data for the last seven years. The study will end with conclusion part and some proposals.
