E-municipality practices in the municipalities of Turkey, the example of Kütahya Municipality

Since the invention of writing, human beings have used symbols, alphabets and various methods for the transfer and use of information. Through the transfer of knowledge, people have begun to transfer their experiences from one generation to another, and at the same time have begun to use them in many areas of their lives. One of the defining characteristics of societies with high levels of life is the access to quality information and using it in many areas of their lives. After the computer age, data started to be processed in computer environment; archived information is transferred quickly when needed. Thus, data studies in the digital environment have progressed with great speed. Lived in Turkey many infrastructure work carried out in order to adapt to this development and information transformation made by this context, public institutions, the Central Population Management System Project, Central Hospital Appointment System, the National Judicial Network Project, the Tax Administration Automation Project, E-Procurement: Public Efficiency in procurement is one of the examples of e-government work that can be a stand-alone or integrated service. In municipalities which are local government units, e-municipality applications have gained importance in terms of efficiency, efficiency, quality of services and transparency in compliance with the requirements of today and technological developments. The main purpose of this study; Introducing the elements of the e-municipality system, explaining the application areas of the e-municipality and examining the problems experienced in the e-municipality systems, e-municipality applications in different municipalities and examining the e-municipality application in the case of Kutahya Municipality which is an example application.
