Abstract (EN)

Primarily in this study, the quality of public service activities of electricity market are discussed. As a result, electricity market regulation and supervision relating to the administration of the activities carried out of the general sense of public service as "transmission" and "distribution" activities of public service nature of the characteristics that only "production" however, it is concluded that electricity trading activities related to public service, are not public service. The study also shows that structure of Turkish Electricity market in accordance with EU directives and in this context, it has been taken consideration duties and powers of regulator agency with its administrative structure.Finally, it has been studied over the licences granted by energy market, licence agreements encountered with private law, mining permits and enforcement under the permits and enforcement under the licence and tried to make classification. In this context, It has been assumed that the licences granted in the area of electrical transmisson and distribution in fact, legally they are agreement as structural. While the licences seeing as the process unilateral action; in case of including a natural transferring of production licences, it is stated that they have contract direction as well as in the leases.
