Abstract (EN)

ABSTRACT In the world, like every subject and field, much quick developments formed in the science and the technology has accelerated the formation of the global information society. In the parallel of these developments, the necessity of the qualified human power that will be able to use the technology in Turkey appeared and to be met this necessity, at he secondary and higher education, it has been begun to the works to generalize Vocational Technical Education (V.T.E.) The act of being generalized of Vocational Technical Education (V.T.E.) in the constitution of higher education has been realized with the college (a two year school) education programs. For this purpose, the law coded 4702 has been accepted by Turkish Grand National Assembly on the 10th of July in 2001 and which has been published on the official state paper coded 24458. Thanks to the law in question, the first step of the projects of the entering on vocational schools without taking an exam has been begun. In the frame of this law. the students were accepted to vocational schools for 2002-2003 academic years. With this Project, it has been also taken aim at the decrease of the crowding that has been formed in front of the 4 year faculties. According to some determinations, the students entering on vocational schools by profiting from the M.S.G. Project and who are studying the continuation of the secondary school are not successful at both theoretical and practical lessons, contrary to the students entering on vocational schools by passing an examination. For removing the problems coming from this application and the negativeness. it will be suitable for the being done of the settlement of the students who will be coming to vocational schools after they are eliminated from an exam contest. For this purpose of our study, it has been given the theoretical information connected with Vocational Technical Education (V.T.E). the problems and the applications of the MSG Project have been appreciated. Consequently, in the first chapter of our study, the importance of V.T.E. its general concepts, it has been insisted on their applications in European Union. America and Japan and they have been compared with the applications of these countries. In the second chapter, it has been taken into consideration the historical process of V.T.E.. its
