Abstract (EN)
NATO which was founded as a regional defense organization has continues to its development with twenty-two Partnership for Peace, seven Mediterranean Dialogue and four states are member of the Istanbul Cooperation Initiative as well as twenty-eight members today. Turkey has been applied to the US, France and UK for the membership in NATO after the Turkey's decided to send troops to Korea. According to the US, in case of the Turkey will not be admitted to NATO, especially, if Turkey does not faced with an attack, it could be remain status as a neutral. It would not be appropriate to the US interests, as well as the investments has been made under the name of the military aid to the Turkey would be wasted. Korean War had shown the inadequacy of measures to be taken only in the Atlantic and Western Europe against to the Soviet. In the month of May of 1951, decision of the Turkey to be admitted to the NATO has adopted with the suggesting that the Turkey is a member of NATO would be the most appropriate solution in the U.S. National Security Council for the U.S. Interests. Turkey and Greece to be invited as a member of the NATO has been decided as an unanimously in accordance with the proposal of the United States by the NATO Council of Ministers are attended to the meeting in the Ottawa on the September, 15, 1951. Turkey was accepted into the NATO due to the ability of the blocking and holding of the Soviets in the region, its potential of the is providing support to the NATO in a war to be arised with the Soviets, the oil resources in the Middle East and in order to be secured air bases in the region. The government gave all of the Turkish Armed Forces (Air, Land and Sea, including, except the education associations) to the command of the NATO after it is accepted into the NATO. Turkey has signed a multiple bilateral agreements with the United States after it's accepted into the NATO. Bilateral agreements has been signed in secret were hidden from the public. Even the concessions was to eliminate the rule of interstate equality. Concessions are leaving behind the capitulations were given through by the bilateral agreements. From one part of their is the secret agreements that are not passed through Parliament's approval. Key concepts of the new colonial relationships are the ''support'' has began to implement by the United States. The doors of the Turkey was opened under the image of the support, so also has began to develop the dependency relationship. In the 1962 Cuban and Jupiter missile crisis, when it comes to their national interests of the United States is leading country of the NATO, it has shown that even ignored of the NATO Agreement. Turkey has given a sense that are just a pawn in a game of the Americans as a result of the negotiation in the Turkey does not included to the nuclear missiles are stationed in the Turkey has been removed from the Turkey to US security interests. However, Western European states by providing their securities under the umbrella of the NATO during the war, the European Union has been formed as today by using economic and political integration instead of the resources and powers to be spent in this area. However, as a result of the end of the Cold War, Western European countries have entered the effort to add a military dimension to the economic power have already exist and concept of the autonomous European security and defense has growing towards the end of the 1990 has led the NATO to become marginal organization. In this context, NATO's legitimacy is being discussed after the Cold War in the international arena. Today, a new segmentation has occurred in the Europe. New formation democracies of the Eastern Europe with the Baltic States are slides to the Western, Moscow has shown the efforts to integration around the former Soviet Union, whereas Ukraine and Georgia carry out similar velvet revolutions. Thus, the formation of a new East and West has been created. Efforts to create a new security system in the European continent are ongoing on this reality. NATO is not able to solve as alone all of the problems such as the social security, migration, high unemployment, transnational criminal organizations, danger of the spread of conventional weapons. Enlargement of the NATO has led to worrying the government of the Russian after the Cold War from time to time that the relates to the West pursues a new policy of containment. Also, discussion which will be taken on the membership of the state has created difficulties within the organization. The issue should be better scrutinized the state will be accepted to the NATO what will gain. Candidates of the Former Eastern Bloc countries in respect of the command structure, training, equipment, languages components etc. may be create several challenges in the coordination of joint operations between the NATO members are set in this discussion. The real aim of the US with the NATO's enlargement policy, to expand its influence of the American on the Germany and it reduces the power of Russia in the Eastern Europe. NATO enlargement has created more problems from they reach a solution on the future of the European security. Greece did not accept the deployment of the Jupiter nuclear missiles on its territory in 1957 and this attitude has not been met with any reaction in the NATO. Although the very close geographical location to be a direct attack by the Soviet Union, in defiance of the threats of the Soviet Union, Turkey does not seen contrary to the national interest for the Jupiter nuclear missiles to be deployed in Turkey on the 1957, in later years, Turkey does not to appeal to NATO's position nuclear weapons on their territory while some NATO countries has opposed. It has led to the emergence of opinions the NATO's secret armies that it supported terrorism cause that remarkable response does not give against to the terrorism that threatens even the members of the NATO during the period from 1949-2001. In this context, the opinions are frequently has mentioned where a team of secret army during the Cold War in the Western Europe in the some research since the 1990s and those military that are coordinated by the NATO. These unions indicated are trained by the secret services are established in order to prevent the invasion of the Western Europe by the Soviets and to prevent the communist parties will be come to the power. In this context, if the communists came to the power by legal means since NATO's creation, US is acknowledged for its right to intervene in this countries. It is described by the authorities of those countries that has known by the name of Gladio of this organization in the Italy, Lambskin in Greece, SDRA-8 in Belgium, NATO Command in Netherlands, Gehlen Operation, Stay Behind or Sword in West Germany, Schwert in Austria, the wind rose in France, Anti-Terror Recovery Group (GAL) in Spain, Secret British Network in the UK. The organization is known as the counter-guerrilla in Turkey.
