The analysis of Health Transformation Programs at the aspect of healthcare presentation and their comparison with the OECD countries

There is a close relationship between the health level of the society and the economical development level of a country. Healthy individuals contribute to economical development by increasing the human capital of an economy. Efficient, equal and fair healthcare should be delivered to the society in order to increase the health level and enhance the quality of life of the society. Therefore these criteria should be considered in the health reforms to be done. In this study, what the Health Transformation Programs changed in the health indicators at the aspect of healthcare presentation and present state of Turkey were analyzed by comparing them with the indicators in the OECD countries.In the first part of the study, the description, classification, finance and efficiency of health services were described. In the second part, the reforms implemented since the foundation of Turkey and the reforms and health systems in the OECD countries were explained. In the third part, the performance indicators in OECD countries and Turkey were compared and that the reforms provided progress in the performance indicators was presented. However, the improvements are highly below the standards of other countries and therefore, the efficiency of health service offer is low. Some political suggestions were offered in order to increase the developments and provide efficiency in healthcare presentation in the long term.Keywords: Health Services, Efficiency, Performance Indicators, Productivity, Health Care Reform.
