Abstract (EN)

Especially in the last 20 years,the most used concept in public administration is `?Transformation??. Not only private sector but also public sector is face with an urgent restructuring because of globalization, technologic growth, increasing rival business and rapidly changing world arrengement. In our country, health reformers have been seeking a convenient structuring according to the developments in the world which were mentioned above since the republic was established. We can say that the first major step in the field of health reform organization is started with the number 224 Law of Socialisation which was originated around 1961. Socialisation Law was prepared by taking as a base the conception of social state in conformity with 1960 constitution. However the applying of that law wasn?t successful because of limitted attendance of civilian authority and participants. Moreover, it was accepted without evaluating whether the conditions of Turkey were convenient or not. In the process of reform, the problems of health sector continued increasingly so the financial and managerial efficiency wasn?t achieved. In Turkey. the year 1980 was accepted as a turning point for converting economy and community to neoliberal policy. The whole sectors including health were affected these important economical and political decisions which was accepted on January 24/1980. Both in other countries and Turkey health reforms, which is shaped in accordance with the dynamics of globalization, appear predominantly as `?Privatization In Health?? The strategies of IMF, World Bank, WHO have a determining role in Turkey. too. Especially after 2003, the health reform attempts, which were in need of radical changes in health politics, accelerated quickly and took a place on the agenda of Turkey by the name of `?Health Transformation Programme?? . In our thesis, we looked over the change dynamics and process of health organization which was started with the institutionalization attempts in 1920, and tried to evaluate the reasons and results scientificly in accordance with the principles accepted by the world.
