Abstract (EN)
The study aims to reveal the laws passed during the historical development of the local government in Turkey and Syria and to compare the local government laws regulating local governments in Turkey and Syria today. For this purpose in the study, we will search for answers to some questions, which are what was the shape of local administrations in Turkey and Syria in the past? How is it formed today? What are their powers and how do they fulfill their duties? What are the financial sources? In this context, we have relied on the descriptive and analytical approach in our handling of the legal texts in the study, analysis and criticism, while shedding light on the reality of local administration. The research concluded that the existence of a totalitarian regime in Syria and the state's monopoly on local governments caused a delay in the development of local governments in Syria.
