Abstract (EN)

SUMMARY One of the most important subjects of public administration is "the service". The fact of management aims at providing the best services. On this purpose, the essentials of scope of the service, demand, design/planning, supply, and finally supervision need to well- defined and discussed. While the service area expands its borders, definition of these principals takes shorter time. However, local services that are variable region by region, lead the definition of the principals to a very sensitive point. Local services and municipality facts became closer while contemporary life of the last century have changed the dimensions of life, especially in the cities. In spite of the existence of the other city-services units, unions of municipalities leadership depends on the support of public votes and the supervision. In the countries like ours, where local governments are comparatively weaker than central governments, unions of municipalities establish all before else, in order to join the forces, are accepted as one of the ways to avoid the weakness' that those management units had faced, in this manner the unions of municipalities have became parts of our lives. Our age mandate that, Municipalities and unions of municipalities which are in the heart of the field where local services is required, designed, provided and controlled- supervised; should survive not only to get over the weaknesses but to be able to sustain the healthy democratic life.
