The importance and place of the assembly "Turkmenistan Halk Maslahat" in the administration

Throughout history, there had been a number of controlling as well as directing regulations in which rulers consulted for them in various reasons in order to have different views. Some of those rules being dependent on the structure of the states had the power and right of exercising authority in legislative fields while others were simply effective for the rulers only. Today, assemblies are formed either on the basis of history or through trial-and-error methods or even by virtue of theoretical learning. 'Turkmenistan Halk Maslahati'' is a good example for one of those Congresses which has come into existence by taking its historical roots into account. It works on adapting the old assemblies to today's conditions as such. This Congress is held once a year with the participation of individuals from every walk of life and aims to prioritize at jurisdiction as well as legislative and enforcement fields. Thus, it has determined the path of its own democracy noticeably different than the way how it was to be.
