Abstract (EN)

With the rapid population increase and immigration phenomenon in the world and Turkey, there has been a considerably increase in the urban population. The increase in the urban population has led to a different structure and a network of relations than that of rural population. People started to feel the need of a new belonging ways due to some reasons in the different social structure and the network of relations arising in the urban. New kinds of organizations shaped by the network of relationships in the urban environment which is different from the social structure defined by primary relationships of family, neighborhood and kinship in rural environments have aroused. Non- government organizations are multi functional organizations emerged in urban environment and working in economical, political, social, cultural areas. Although some functions in the area of economy and society of the western Non- government organizations are alien to the cultural values of Turkey, it seem that their social and cultural functions are not alien to the cultural values of Turkish society.Non- government organizations in Turkey have been in close relations with many people, group, institutions and bodies during their emergence and development processes. Public bureaucracy which has an important place in the management structure of Turkey is one of the bodies with which Non- government organizations have close relation during their emergence and development processes. The relationship and interaction between the NGOs and public bureaucracy have enormously affected not only these institutions which are in relation and interaction but also many people, groups and institutions in the political, economical and socio-cultural arena of Turkey. In this conjunction, the issue of interaction between public bureaucracy and Non- government organizations has an important place to determine the future of social and political structure in Turkey. There are important responsibilities for the Non- government organizations in the adjustment of the relations between the Turkish public bureaucracy and political institutions according to democratic rules. In one respect, this study aims to evaluate Turkish democracy history from a different perspective.Key Words: Public Administration, non- government organization and interaction
