Abstract (EN)

This study aims to analyze whether the establishment of a space regime is possible. In recent years, space activities carried out by both states and private sector actors have been increasing rapidly. This trend raises the likelihood of conflict and competition, as unilateral initiatives in space are likely to provoke reactions from other actors. Moreover, the existing space regulations were largely formulated under the conditions of the Cold War era, and therefore fall short of addressing the demands of today's advanced space technologies and commercial activities. As a result, in a space environment characterized by uncertainty and ambiguity, actors may be more inclined to support international regimes in order to maximize their interests and profits. The main argument of this study is that, although there is a clear need for an international regime in the field of space, the establishment of such a regime in the near future is unlikely due to various reasons. Within this framework, the study analyzes international space law instruments and existing treaties, as well as the policy documents of actors engaged in space activities. Through this document and content analysis, the study seeks to reveal the background of the need for an international space regime by evaluating the context in which space law was shaped, the goals and interests of the actors, and the possibilities for cooperation.
