Abstract (EN)

The aim of this thesis is to determine the efficiency of health expenditures by using Data Envelopment Analysis (DEA) and Malmquist Index (MI) methods. For this purpose, total of 30 developed and developing country data are analyzed over the period 2000-2018 using 5 input and 2 output variables. Efficiency measurement for health expenditures is calculated in 3 different ways: Total efficiency (CRS), technical efficiency (VRS), and scale efficiency (CRS/VRS). The model that used in our study is formed as input-oriented. As a result of the research, according to the CRS model, it is obtained that an average of 55% of all countries was efficient, and according to the VRS model, an average of 66% were technically efficient. According to MI analysis, it is determined that 66.6% of developed countries; 60% of the developing countries are productive in total factor productivity change (TFVD). As a result of the analysis, while there was an increase in TFVD value in 63.4% of all countries on average, there is a decrease in 36.6% of them.
