Abstract (EN)

Said Halim Pasha, as a member of the party of Ittihat ve Terakki which was an influential political power at the management of Ottoman State after the Declaration of II. Constitution, was appointed as Grand Vizierate in 1913. Besides his political identity, he is also a thinker who had been curious and concerned about political and social matters of his time and composed various works about these matters. In the introduction of our study, with a brief knowledge about Said Halim Pasha?s life and works, we show his importance and his role he had played in the history of Turkish Thought as a state man and thinker. In the first chapter, we bring up the way which Said Halim Pasha criticizes the reforms initiated for the purpose of developing Ottoman State?s political and social system in 19. Century and legalized during the Tanzimat period. Certain movements of thought in that period such as Ottomanism, Islamism, Westernism ve Turkism and his views about them were examined. In the second chapter, it is dealt with how Said Halim Pasha conceives the conception of civilization established by Western civilization when it has attempted to dominate Islamic civilization and Ottoman society, and also the civilization of Islam-East and Christian-West. In addition, Ottoman?s attempts in westernization and the faults made in this period and, at the same time, Said Halim Pasha?s criticisms of the proponents of westernization were discoursed. The Third chapter examines Said Halim Pasha?s ideas about political and social order, state, freedom, conceptions of law. In the Epilogue, it is briefly talked of Said Halim Pasha?s suggestions, as both a state man and thinker, about development of Ottoman state and society.
