Abstract (EN)

The end of the Cold War, is evaluated as one of the most important turning points, in international relations, in the recent history. The end of the Cold War, which became clear by dismantling of the Berlin Wall and dissolution of Soviet Union, affected many disciplines, but the most affected one is international relations. Academic studies focus on the discussions about the post-Cold War period, which is called as New World Order. The agenda of international policies in New Word Order (compared to Cold-War Period) has focused so much differend issues. The issues like globalization, the structure of new international system, humanitarian interventions, the new state of nation-state, promotion of democracy and human right, have become the main subjects of academic studies in New World Order.On of the most important issue that the academic studies focus on, in the New World Order, is the new international security problems. Especially the collapse of the bipolar system, followed by the end of ideolocgal polarization, made more visible an increased the security problems which are the legacy of the Cold War. Ethnic nationalism, nort-south problems, environmental issues, terrorism, spread of mass destruction weapons have become the new international security problems, in the period that regional instability tends to increase.One of the issues on the agende of academic studies in the New World Order is the Structural transformation of Transatlantic Allaince What kind of alliance relations did Western Block, the winner of the Cold War, adopt? What type of foreign and security policies did Americans and Europeans mention, especially in a World, Without Soviet Union? It should be mentioned here that, foreign policy priorities of both actors changed. USA whose main priority is to prevent any power or a power block to become rival to herself, tries to continue the curruent unipolar system. EU as a civilian power has made the issues of prosperity, democracy, human rights, environment, her main priorities of foreign policy. It also focused on the process of political unification and made process in the issue of common foreign and security policy. The different tendencies of of both actors and the new form of transatlantic alliance are analized in the thesis.
