Abstract (EN)

With this Thesis what is aimed is, not presenting the historical background of reforms but evaluating the degree of the effects of the NPM on reforms and revaling whether the establishments of the reforms enabler or preventor for an evolution of Tukish public administration towards NPM which is basic determiner and challenger of the present bureaucratic organization model.In the Study; the reforms realized till 1950?s, can be named with ?amandment? (ıslahat), are not only in contradiction with principles of NPM but also left a legacy which today hinders a transformation of Turkish public administrtaion towards NPM. The reforms realized between 1950-1980, can be named ?reconstruction?, although include some positive changes, are too early to be named as NPM originated. As for the reforms started with ?The Law on Main Priciples and Reorganization of Public Administration? are a turning point fort he transformation of Turkish public administration towards NPM and can only be named with the word of ?change?. Despite this improvement, it seemed doubtful that establishing a public administration, based on the principles of the NPM, in Turkey.
