Abstract (EN)

In the Environment and Development Conference held in Rio in 1992, one of the documents in order to find solutions to global problems is Agenda 21. With the Agenda 21, steps were taken to establish the Local Agenda 21 in the countries' own fields of application. In our country, City Councils appear as the most important examples of Local Agenda 21. In 2005, City Councils, which were included in our legal system with the Law No. 5393, were made obligatory to be established in 2006. In this study, we worked about the stages of democracy and local democracy and discussed the examples of the Manisa City Council that we considered important in terms of urbanization and the development of local governments.
