Abstract (EN)

World economic, political, managerial and technological transformation and change is in. Nation-states are losing power, globalization, localization, it approaches such as democracy becomes important. This situation brings about a paradigm shift in management approach. Efficiency, transparency alongside principles such as efficiency, accountability, audit, governance, principles such as participation is becoming the basic principles of the new managerial approach. The administration is experiencing significant changes in addition to the human dimension of this transformation. Now participating in the elections held 4-5 years, non-participants, the question of a social structure, the impact of technological advances make more informed, which can be questioned, which can reveal the thoughts and above all is to go to the instant news that can have a community structure. The first question coming to mind here in managerial areas: Who's directing? How to Manage? are questions. Democracy consistently emphasized the importance of managing several management unit is to see democracy work as legitimizing tool. Today, democracy is the empowerment of democracy, consisting of a base as possible with the local democracies. At this point in the development process of local democracy in the framework of the principles brought about by the new management approach "City Council" it has emerged structure. City Council in 2005 and has led the adoption of public participation in government with the support of the legal aspects of the way in 2006. On the other hand, the City Council, which provides many capabilities that can contribute to the development process or providing local democracy is experiencing problems in the practice. In this manner, in this study; The role of city councils in the process of development of local democracy and functionality, will be examined over the two applications. proposals will be developed in the output result obtained at the end of the study.
