Abstract (EN)

Local government is the level of administrative units closest to people. Localgovernment?s performance is crucial factor to provide and meet people?s needssuccessfully. For this reason, performance measurement in local governments hasbecome increasingly important.This study evaluates performance measurement in local governments by using acase study of Afyonkarahisar Municipality. The performance indicators that aredeveloped by the Ministry of Interior?s Performance Measurement in MunicipalitiesProject are utilized for measuring Afyonkarahisar Municipality?s performance. Theperformance indicators of the years 2002, 2003 and 2004 are used. The findings showthat the Municipality has higher performance in several indicators such as servicequality, administrative effectiveness. However, some findings indicate that theMunicipality has poor performance in some indicators i.e. service cost.
