Abstract (EN)
The study is based on the social services managed by a multi-actor process. It is aimed to reintegrate disadvantaged groups into society through social services, which are distinguished from other public services by addressing people directly. Fast, effective and efficient delivery of these services, which require one-to-one interaction with the local people, is more important than other services. The involvement of many large and small actors in the service delivery phase can lead to management problems if division of labor and coordination cannot be achieved among them. It has been tried to find out whether this situation, which constitutes the main problematic of the study, causes a management problem in the sample area or whether they take place in order and interaction as a requirement of governance. In addition to the qualitative study method of the research, the current status of social work activities in Kastamonu, which was determined as the sample area, and the service, planning, coordination, cooperation, personnel, budget through questionnaires applied to the personnel and/or managers responsible for these activities. and control factors were evaluated. In this direction, the actors were compared within themselves, between central-local actors and between districts. The data obtained were calculated proportionally and the findings were interpreted with the descriptive analysis method, which is a qualitative study method.
