Women and non-governmental organizations (NGOs) are driving social entrepreneurship and are crucial for creating positive social change. Social entrepreneurship promotes women's empowerment in social entrepreneurship by creating opportunities for self-employment (Datta and Gailey, 2012; Aldawood, 2020). However, despite the potential benefits of social entrepreneurship, women entrepreneurs and civil society organizations face various challenges. According to these issues, the study aims to analyze the role of women entrepreneurs and NGOs in social entrepreneurship, identify their challenges, and propose possible solutions. First, it is necessary to emphasize that a literature review was conducted to examine the role and barriers faced by women and non-governmental organizations (NGOs) in social entrepreneurship. In the study, quantitative research methods were used to analyze the research results. For this purpose, an online survey was applied to 54 women entrepreneurs of the Samsun Business Women Association (SAMİKAD) based in Samsun, Turkey. Based on the data obtained, the impact of Environmental Factors (EF) on Women Entrepreneurs (WE) and Social Entrepreneurship and the impact of NGO Management Practices (NMP) on Challenges Faced by NGOs and Social Entrepreneurship were analyzed. Based on the results of the analyses, it was determined that Environmental Factors impact the Challenges Faced by Women Entrepreneurs, Challenges Faced by Women Entrepreneurs impact Social Entrepreneurship, and NGO Management Practices affect Social Entrepreneurship. At the end of the study, various recommendations were made regarding the subject of the study. The study is expected to be a practical resource that will fill the gap in the literature on this subject.
