Shura and democracy are two forms of government, but Shura is an Islamic system based on negotiation and opinion polling to reach the most correct decision. A comparison between the two systems, this comparison resulted in points of convergence, the most important of which is the prevention of monopoly in governance, running the affairs of the state and the people, and striving to achieve public interests, and many points of disagreement, most notably the difference in origin and goals, and in dealing with some important principles such as freedom and equality. Based on this comparison, the opinions of scholars and researchers have varied and varied, and this is what created the controversy of compatibility and disagreement between shura and democracy. The two systems can meet in several issues and differ in other issues. Perhaps these differences could have repercussions on countries and societies, especially Islamic ones. At the end of the research, several results were reached. First, Islam presents an integrated political system in which the interests of the state and the people are achieved, and the belief, identity and morals of Islamic societies are preserved. Secondly, the dialectic of compatibility and disagreement between shura and democracy has not been resolved up to this moment, and literature is still being written, interviews and discussions are held on this issue, but what we can consider settled is the remnants of democracy on countries after they have turned into an imperialist system, and their repercussions on Muslim societies after Its adoption as a system of government within the Islamic countries, and after delving into the folds and details of this research, it became easy to prefer an Islamic system that emanates from Islamic Sharia over a strange system imported from the West.
