Abstract (EN)

After 1877-1878 Ottoman- Russia War in Ottoman State, there were discussions about why did we lose war and what reform should be done. Seraskerlik in 1879 after the war was abolished instead, Military Ministry was established. Ministry of Military which was active between 1880-1884, was tried to erase the damage caused by the lost war and was the center of post-war reform. In this process, Seraskeriye created by Abdülhamid II in Yıldız Palace, was tasking deal with the tecnical and the science of Ottoman Army. The commisions established in here, was realized to reforms with books came from Europe. Ottoman State requested expert staff to take supporting tecnical and to raise military personel from the Germany Army which was rol model. German experts could be active after the process (1879-1884) due to pespective to reform of Ottoman Pashas and economical insufficiency. On the other hand, Ottoman Army reform, was not fully realized due to lack of the qualificated personnel and economic problems but Ottoman military bureaucracy had been structure one enlargement in 1882-1884 Seraskerlik in Yıldız Palace, was integred with Military Ministry and, became top institution of Ottoman Military. After 1884 will innovations, was built on this structure. Contrary to other war losses, it is a matter of curiousity why the institunional change was made and why it was returned to Serasker.
